Dr. Deesha Khaire

Associate Professor of Law

Dr. Deesha Khaire joined as an Associate Professor at Maharashtra National Law University, Nagpur on 31st December, 2022. Before joining MNLU, Nagpur she was working with Gujarat National Law University, Gandhinagar Gujarat. Dr. Deesha started her career in academics in 2006 with D.E.S’s Shri. Navalmal Firodia Law College, Pune. With almost 17 yrs of experience in the field of academics and research, she hastaught subjects like Constitutional Law, Jurisprudence, Administrative Law, Human Rights, Cyber Laws, Biotechnology Law, etc. With graduation and post-graduation with specialisation in Constitutional Law and Human Rights andDuties Dr. Deesha also has Bachelor’s Degree in Mass Communication.Dr. Deesha cleared both her NET and SET examination in the first attempt and
was the only student to qualify JRF in Human Rights and Duties in the year 2003 throughout India.


She has been awarded Ph.D. by Pune University. The topic of her Ph.D. was “Right to Health: A Human Rights Perspective of HIV/AIDS Patients with Special Reference to Maharashtra and Goa. She is a recognised guide/supervisor for Ph.D. in GNLU. In the past, Dr. Deesha was invited as External referee for Ph.D. thesis by RTMNU, Nagpur, Maharashtra.
To her credits she has many national and international publications and has attended Seminars and Conferences both at national and international levels. Further, she has written 3 books and contributed 8 chapters in the field of cyber laws. She has been reviewer of books as well as articles in different journals of national repute.

In the area of policy research Dr. Deesha has assisted Dr. Gulshan Rai, National Co-ordinator Cyber Security, PMO, New Delhi in Finding Gaps with suggestion and recommendations relating to the Information Technology Act, 2000, the
Amendment Act, 2008 and the Personal Data Protection Bill, 2018 and Intermediary Liability etc. Further, she has headed the committee at GNLU which submitted the inputs and suggestions with respect to Draft Vision Document Phase III of e Courts-Reg, dated 22nd June, 2021 to the Office of Hon’ble Dr Justice D.Y. Chandrachud, Judge, Supreme Court of India /Chairperson, e Committee, New Delhi, India. Dr. Deesha with her team also submitted Responses to Consultation Paper on Regulatory Framework for Over the Top (OTT) Communication Services to Telecom Regulatory Authority of India (TRAI).

She was Member of Expert Group on Cyber Security Law, National Security Council Secretariat, New Delhi. Dr. Deesha is a Member of Data Security Council of India, (Ahmedabad Chapter), was also external member of Internal Complaint Committee of many organisations/universities.
Recently, Dr. Deesha has finished project on “Cross Border Transfer of Data/Flow” with Commonwealth Department, UK and Victoria University, Australia. The ongoing projects are National Commission of Women on “Cyber Security of Women in the State of Gujarat”, National Commission for Women funded project titled “Women Safety Audit in the city of Jodhpur and Aurangabad”, Govt. of India, Ministry of Chemical & Fertilizers, Department of Pharmaceuticals, National Pharmaceutical Pricing Authority, funded project titled “To Study the Drug Pricing Policies of Different Countries/Region and Lessons learnt from these Countries/Regions in terms of Access to Medicine at affordable prices.”

With her expertise in Cyber Laws Dr. Deesha was invited as resource person by many Government as well as private organisations, to name a few ONGC, RRU, Police Training Academy, Karai, Gandhinagar, State Crime Branch, Gandhinagar, Gujarat State Judicial Academy, NIFT Gujarat, National Forensic Science University, Gandhinagar and many other reputed institutes of Nasik, Pune etc.
Consultancies to her credit includes Drafting MoU relating to Aadhar Authentication Services for Department of Science and Technology, Government of Gujarat, Gujarat and Grant in Aid Code Bill for the Department of Social Justice and Empowerment, Government of Gujarat. (Submitted) During her 17 years of career Dr. Deesha has been member of different committees at the University Level as well as she has taken many initiatives for the welfare of student community. Currently, Dr. Deesha is exploring area of research as to how theories of jurisprudence can be interpreted, accommodated, applied in the changed scenario, which is a result of exponential growth in the field of Information and Communication Technology and Biotechnology.
